Kenya has taken an important step towards cleaner and more sustainable transport with the launch of its National Electric Mobility (e-Mobility) Policy on 3 February 2026 in Nairobi. The policy was officially launched by Cabinet Secretary of the Ministry of Road and Transport Mr. Davis Chirchir, EGH., in collaboration with the Ministry of Energy and Petroleum.
The National e-Mobility Policy provides a framework to accelerate electric vehicle adoption through local manufacturing, expanded charging infrastructure, grid readiness, capacity building, and strengthened fiscal and non-fiscal incentives. It also emphasises socio-economic benefits such as job creation, affordable mobility and inclusive growth.
To support implementation, the Government announced the establishment of five Technical Working Groups covering Policy, Legal and Regulatory; Manufacturing and Assembly; Charging Infrastructure and Grid Integration; Research and Development; and Fiscal and Non-Fiscal Measures. These groups will bring together public and private stakeholders to translate policy commitments into concrete actions.
A key announcement was the introduction of green number plates for electric vehicles to improve identification, regulatory oversight and public awareness.
The policy was developed by a multi-stakeholder national task force with contributions from government ministries and development partners, including the European Union, GIZ, IFC, the UK’s FCDO and UC Davis, who continue to support implementation.
Speaking at the launch, the German Ambassador Sebastian Groth to Kenya highlighted electric mobility as a cornerstone of global climate action. He noted that Kenya has the potential to become a regional leader in e-Mobility and clean energy, and reaffirmed Germany’s commitment to supporting Kenya in implementing the National e-Mobility Policy. With a high share of renewable energy in its electricity mix, Kenya is well positioned to maximise the climate benefits of electric mobility. The new policy sends a strong signal to the market and creates opportunities across the e-mobility value chain.
